In Rock County concrete does not merely belong in its own container - it is banned from the sanitary landfill outright. That makes this the one service where the local rules, rather than the physics, drive the whole conversation.
Concrete is banned from the county landfill
The Rock County and City of Janesville Sanitary Landfill on Black Bridge Road does not accept concrete, including reinforced concrete. It is on the banned list alongside yard waste.
Clean masonry routes instead to the Clean Fill Facility just west of the landfill, where it can be handled as recoverable material rather than buried. That is a better outcome environmentally and a cheaper one for you, but only if the load is genuinely clean.
One timber offcut, a run of protruding mesh or a bag of general rubbish in an otherwise clean concrete load and it is no longer clean fill. It becomes mixed debris and the price follows.
The winter closure nobody plans for
This is the single most useful thing on this page. The Clean Fill Facility closes from the beginning of December until the end of March, weather depending - it may close later in December or reopen earlier in March if conditions allow.
That means a concrete tear-out scheduled for January is a fundamentally different job from the same tear-out in June. The routing changes, the cost changes, and it needs to be planned rather than assumed.
If you have a masonry job that can wait until April, waiting is frequently the cheaper decision, and we will tell you that even though it means a booking we do not take this month. If it cannot wait, call and we will work out what the winter routing actually costs before you commit.
The container is small and that is correct
Heavy debris goes in a 10 yard, filled to no more than a level load. That is not caution - a 10 yard filled level with concrete is already at the legal road weight for the truck carrying it.
Customers regularly ask for a 20 or 30 for a patio or driveway tear-out and are surprised when we decline. A 30 yard filled with masonry could not legally be moved, so it would simply sit on the property as a very expensive ornament.
For larger demolition we run multiple 10 yard containers or stage them across the job. It is more deliveries, and it is the only way it can be done.
What counts as clean fill and what does not
Clean: poured concrete, concrete block, brick, unpainted stone and masonry, asphalt, clean soil and gravel.
Not clean: gypsum board, plaster, painted or treated timber, anything with sealers, metal, tile with adhesive backing, or general construction waste mixed in. Those belong in the general container and go to the sanitary landfill instead.
Rebar cast inside concrete is normally acceptable; mesh sticking out of broken slabs is not, because it fouls the processing plant. Cut it back flush where you can, and ask before you load rather than after. Soil is worth a separate mention - it is heavier than people believe and wet soil heavier again, so a 10 yard of saturated ground hits road weight well before it is level.

Can concrete go in a regular dumpster in Rock County?
No. The Rock County and Janesville sanitary landfill bans concrete outright, including reinforced. It has to go to the separate Clean Fill Facility, which is why clean masonry always needs a dedicated container.
What happens to concrete jobs in winter?
The Clean Fill Facility closes from the beginning of December until the end of March, so the routing and the cost both change. If the job can wait until April that is often cheaper, and we will say so.
Why can't I have a 30 yard for concrete?
Because it could not legally be transported once loaded. A 10 yard filled level with concrete already reaches the road weight limit for the truck. A larger container would simply sit on your property unable to move.
Can I mix a bit of timber in with the concrete?
It reclassifies the whole load as mixed debris. Gypsum board, plaster, painted or treated timber, sealed materials and metal are all specifically excluded from clean fill and have to go in a general container instead.
